Social Housing Decarbonisation Fund for England: Wave 2.2 Opens Soon

The Social Housing Decarbonisation Fund (SHDF) has been established to upgrade a significant amount of the social housing stock currently below Energy Performance Certificate (EPC) C up to that standard. The Fund aims to support the installation of energy performance measures in social homes in England, and help:

  • Deliver warm, energy-efficient homes.
  • Reduce carbon emissions.
  • Tackle fuel poverty.
  • Support green jobs.
  • Develop the retrofit sector.
  • Improve the comfort, health and wellbeing of social housing tenants.

The Wave 2.2 competition will allocate up to £80 million of funding. There is no minimum bid size in terms of the amount of funding requested.

Local authorities, combined authorities and registered providers of social housing (including housing associations and ALMOs that are registered providers) in England can apply directly, either as single bidders or as the lead of a consortium.

All existing social housing as defined by the Housing and Regeneration Act 2008, below EPC C, regardless of archetype, is eligible. All proposals should include a minimum of 100 eligible social housing properties at EPC band D-G per bid.

Secretary of State for Energy Security Claire Coutinho said:

‘Our Social Housing Decarbonisation Fund is delivering warmer homes and energy bill savings of around £240 for some of the lowest income families, as well as supporting thousands of jobs.

‘We’re already making over 100,000 homes more energy efficient with this scheme, and I’m delighted an extra 9,500 social housing tenants will now benefit too.’

Wave 2.2 will open to applications in November 2023. Full guidance will be provided in mid-October. Meanwhile, interested parties may start preparing for this bid earlier, with help from the Social Housing Retrofit Accelerator (SHRA).
